Does "My assigned tickets" show tickets with an "On Hold" status?
Just want to confirm if it does or doesn't, and if it doesn't, I'm curious about the reason.

Hello Lorn,
It does not show tickets that are in an On Hold status. I don't have a phylosophical reasoning behind that other than perhaps the thought was that you only want to see tickets that are considered "actively" in process/open, and an On Hold status implies for whatever reason the ticket in question isn't currently considered active.
