Checking if start date is before end date

We are using a web service to create a new maintenance activity for a change request. If someone accidently creates a ticket with the start date after the end date the web service just errors out with a 400 error and no explaination.  Is there a way to make the workflow check the dates first to make sure the start date is before the end date?

Unfortunately the workflow isn't able to validate values being passed to it in this way you're asking for.
