TD Report Workflow Approval
I'm sure the answer is no based on what I see for filters but I'm going to ask anyway.
Is there anyway to include in a ticket report when a workflow approval step is reject?

Hi Kevin,
Currently, there is not a report configuration that would support reporting on specific results of a workflow step. I would suggest submitting this as a Product Idea so that this type of feature can be considered in future versions: https://solutions.teamdynamix.com/TDClient/Requests/ServiceDet?ID=2148.
