Is there a way to make it so that a ticket in TDNext can't be closed unless a Service Catagory has been chosen?

Hi Teresa,
If you have an attribute on the form for Service Category, you should be able to make that field 'Editable and Required' on the form builder in page in TDAdmin > Applications > [Ticket App] > Forms > [Select Form]. From there, navigate to the attribute in question and set the 'For TDNext' section to 'Editable and Required.'

In General though, if a user has permissions to Update a ticket via the Actions > Update option, there's no setting that would prevent them from using that action option to update the ticket into a Closed status class until the ticket has been provided with a Service field value.
