Group member not appearing in report

I have a report created that runs every morning and shows tickets submitted by anyone in a group called VIP. There is one user, Genaro Balcazar, that has an open ticket and is not appearing on my report. Attached are pics of Genaro's memberships, account in the membership and report filtering. Any ideas why the ticket is not showing on my report?

Did the requester actually create the ticket? I don't see that in the screen shots. - Greg Van De Mark Thu 1/26/23 11:39 AM
No they did not, we changed the requester after the ticket was created. - Alex Oquendo Thu 1/26/23 11:42 AM
Your filter is on "created by" so the person won't show up on the report. You'll want to use a different filter. - Greg Van De Mark Thu 1/26/23 11:45 AM

That was it. I changed the report to Requester is a member of instead of created by is a member of...
