Analysis > New >Program
Under the Analysis tab then then +New > Programs.
I would like to know what Security role permissions / Applications are needed for this to be setup.

Hello Victor,
If you have Analysis access, you will be able to create a new program or portfolio. It is an inherent permission/ability that is granted by having access to Analysis.
