Adding a User as a project resource.

I have a person who is reporting that there are two people he would like to add as resources but are unable to find them to add them. I don't see anything that would prevent them from being found to be added, but I would like to review KB article I saw in other answers. When I click on the link, however, I get the message that I am unable to access the article.
