Unless explicitly stated on the documentation for a method, the accepted Web API call content types are:

application/json

Calls using any other content type (ex: text/plain) are not supported.

Occurs when no user with the specified unique identifier could be found. They either do not exist, are deactivated, or are not visible to the user executing the request.
