Include "Project Template" in Custom Report

I am creating a project report via the Analysis module that shows a project's details. I am unable to locate the field that lists the "Project Template" that was selected for a project. How do I include this information on my report?

Create a project template

I can't seem to find where to create a project template. Sadly, I have done this before. I also don't see the templates section in the admin panel anymore. I can still access templates fro the projects section, but there isn't a new section.

How does enabling a notification template change the notifications?

What does enabling a notification template do? My assumption is that until the template is "enabled" the system uses the out of the box format and once a template is enabled the system then uses the customized template. Is that correct?
