Why doesn't the response back on a comment include the orginal comment?

It was reported to me a technicians are sent out a comment to the requestor, asking for more information on a ticket that was submitted. When the requestor answers back the information they supplied in the question set sent to them is missing.

Do the Managers of projects and workspaces get notified when comments are added onto the feed, even if I do not select them in the notification box?

What I experienced is I added a comment onto a project, as well as a workspace, and the managers of those entities received a notification, despite the fact that I chose not to select their name in the notifications multi select list.
