Report projects with no scheduled hours

I want to run a report to see what projects are in the system with NO hours scheduled for any resources. How can I run a report that shows the total number of scheduled hours?

Reassociate Acct/Dept.

What does the Reassociate button on the Acct./Dept. admin screen do exactly? We need to make changes to the current Acct./Dept. names and we might assume the button will update all users and projects with the new names.
