How can I make Projects visible to the department, Even if not a resource or manager?

I thought by adding them all to a portfolio for the department (application services), the department could see all the active projects and who is working on what. I could not figure that out, so I tried to create a report under Projects that filtered on the user group, but even then only projects I am a manager or alternative manager on are showing up. 

This is something that was available with the previous project management tool we were using, so the Director is not happy thus far with this product, as he is feeling he is losing versus gaining functionality, but I assured him I would see about finding a solution. He likes the team to know what everyone else is working on, so we do not risk duplicating effort.

Your better bet might honestly be to set up a workspace with rules for adding projects to it that members of your team are Resources on.

Can you tell me more about how I would go about the workspace route? I like that idea.

They do have access to Analysis with the current security group they are assigned to, so they could view it if given access to the portfolio, but still seems clunky.

As a stop-gap, I created a new security role for the Client Portal, pulling out Projects from the traditional tech license (since that is used in other departments) and built and IT-only tech role with project visibility in client portal. The painful part is now having to go into every project already created and marking as Published, so that they can view them that way...

But you'd create the workspace then create project rules for it to bring in the project(s) that your resources are members on. And add resources to the workspace so they can see the project items that are associated in the workspace.

Yes. Thank you for the input Mark. For now, I have the workaround with the client portal published view access limited to only IT, with every project published so we all can see each other's projects. I also went over the Analysis reports with the CTO and Director, and they seemed to react positively.
I will still look into the workspace option as well, using the resources you provided, when the dust settles. Thank you!
