What is the purpose of "stages" in the workflow?

Specifically, what is the relationship between "stages" and "steps".

Thank you Mark. I somehow missed this section when I was skimming though this kb article yesterday. This is indeed the answer that I was looking for. By the way, what does "Unaccept Answer" do? I see this on the bottom of your answer, and I do not recall clicking on "Accept Answer"....
