Release 9.0 - Are only enterprise users/licenses allowed access to ticketing?

Based on the list of users available to add to a security role (98 out of 180) for a ticketing application, it seems that only "Enterprise" users can use ticketing.  Is the correct?

Hi Nancy,

Enterprise, Technician, and Student Technician licenses have access to Ticketing applications.

Project Manager and Team Member licenses are intended for projects-specific users.
