Why can't I change the classification of a ticket?

There is a permission specific to this capability in the Security Roles section of the Admin application under the "Tickets" section entitled "The user will be able to change ticket classification". If this permission is checked, then the user with that Security Role will then be able to edit the classification of a ticket.
